Summary of USRC Lawn Bowls Section Internal Policies
 
National Competitions Entry Fees Subsidy Scheme
A subsidy scheme was established since July 2016 to encourage the participation of LBS members in National Competitions (National Singles, National Pairs, National Triples & National Fours).
Entry fees will be fully subsidised for members who have represented the Club in at least 10 games within the current and past two league seasons. For example: A LBS member who has played at least 10 games in the Premier League 2019 + Triples League 2018 + Premier League 2018 for the Club will be eligible.
In a team event, all the team players must be current LBS members. Substitute is allowed providing the member receiving this subsidy is still a permanent member of the team according to HKLBA bye-law. Any players who fail to arrive for a match or for misconduct in competitions will have their subsidy denied.
The LBS Sub-committee shall have the discretion to withdraw and/or re-allocate the subsidy at any time.
 
Travelling Subsidy
A travelling subsidy of $50 per head is available for league players (including guest players) where games are played in some remote venues including CLP, Wu Shan, Tai Po & HKCC.
Subsidy will be paid in lump sum to the relevant team captain who will distribute the money to individual team players.
 
HKLBA Umpire Course Fees Subsidy
 
As an incentive to encourage LBS members to take the Umpire Course, any member who successfully passed the written and practical exam within one calendar year shall have his/her course fees reimbursed in full.
 
Public Green Fees Reimbursement Scheme
Reimbursement of green fees is not restricted to any particular league game schedule. One rink can be claimed with at least 6 LBS members joining the practise. When there are more than 8 players, two rinks can be claimed and so on. There are no restriction on the number of practise hours members can claim at any one time. The responsible person must provide the relevant booking records and name of participating players for verification and record keeping by the Treasurer when seeking reimbursement of green fees.
 
Guest Players Policy for League Games
When the number of available USRC players falls below the threshold set by the HKLBA in any particular league game (9 in Premier League and 6 in Triples League), the captain can invite guest player(s) to make up the shortfall. The Lawn Bowls Section will be responsible to cover the guest player‘s share of tea-set cost in any home games. No cost will incur in away games and the captain can invite guest player(s) to make up a full team.
 
Cash Prize Allocation
Cash prize awarded to any LBS members representing the Club in National and Invitational competitions can be kept by the players with the exception of the HK International Bowls Classic event where the LBS will adopt the HKLBA’s practice. As an incentive, 50% of the cash prize awarded will go to the Champion and 30% to the 1st Runner-up, the rest will go to the Section.

If public holidays (PH) fall on Tuesday, Wednesday or Thursday, the Green opening hours and utilization will follow PH arrangement.
 
1. Definition
  • "Club" shall mean the USRC.
  • "Green" shall mean the bowling green of USRC.
  • "LBS" shall mean the Lawn Bowls Section of USRC.
  • "HKLBA" shall mean the Hong Kong Lawn Bowls Association.
  • "Leagues / Competitions" shall mean leagues / competitions organized by HKLBA, Lawn Bowls Section of USRC, or controlling bodies approved by the the General Committee of the USRC.
  • “Club members” shall mean members of the Club according to Memorandum & Article of USRC, their spouse or dependant.
  • “LBS members” shall mean Section Members of Lawn Bowls Section according to Bye-law of the Club.
  • "Guest" shall mean non-Club member
  • "Guest Player" shall mean guest representing the Club in Leagues or Competitions.

2.   General Rules

The Green is open for lawn bowl playing to Club members subject to the conditions stipulated below. It may be closed in case of inclement weather, or may be reserved for Leagues or Competitions or other events without advance notice.
  • No player shall play on the Green when the "Green Closed" notice is posted.
  • Players must have received proper lawn bowl training before playing on the Green (please contact the LBS Subcommittee for details of training).
  • Players must wear flat-soled footwear when they play on the Green. Proper lawn bowl shoes, or shoes approved by HKLBA, must be worn in Leagues and Competitions.
  • Players must use ‘Mat’ when they play on the Green.
  • Denim blue jeans are not allowed during play on the Green.
  • Smoking, only at designated area near the Green.
  • Eating or drinking only around the Green but not on the Green.

3.   Guest Policy

Only LBS members are permitted to invite guests to play at the Green. They shall seek permission from the LBS Subcommittee in advance before bringing guests to play. Guests are only allowed to play during the "Club Members" sessions and the following conditions apply.
  • Each LBS member may bring only one guest in each calendar month.
  • The same guest will not be allowed to play more than twice in USRC in each calendar month.
  • Guests must have received proper lawn bowl training and be competent bowlers.
  • The guest will not be permitted to play at the Green if he/she will have a match at our Green within the next two weeks.
  • The above restrictions may be lifted at the discretion of LBS Subcommittee if the guest is acting as Guest Player representing the Club in Leagues or Competitions.
  • LBS members must register their guests in the "LBS Guests Sign-In Book", as well as the "Guest Book" of the Club before their play.
  • The guest will only be allowed to play on the rink indicated by the LBS Subcommittee.
  • LBS Subcommittee has the absolute discretion in granting permissions and imposing restrictions concerning the use of the Green, and its decision shall be final.

4.   Home Green for Competitions

LBS members intending to book the Green for Competitions shall write the necessary details on the white notice board at least two days prior to the competition. Rink booking will be on a first-come-first served basis.

5. Rink Accommodation

Each rink can accommodate up to eight players. Players are welcome to join in any rinks that are not fully utilised during general practise.

6.
Children on Green
Children older than 12 years old, following General Rules, can play lawn bowl on our Green.  Children older than 8 years old accompanied by adult member may seek approval of LBS Subcommittee to play on the Green. Ability test may be required before LBS Subcommittee granting approval.

7.
Preservation of Green
If by observation, the LBS Sub-Committee or deputised representative, considers a member or guest is causing undue damage to the green, the player shall be warned. If in the opinion of the Sub-Committee or deputised representative the player continues to damage the green, the player shall be required to retire from the game and leave the green.
