Summary of USRC Lawn Bowls Section Internal Policies
Use of Lawn Bowls Green Policy (effective from June 2022)
1. Definition
• "Club" shall mean the USRC.
• "Green" shall mean the bowling green of USRC.
• "LBS" shall mean the Lawn Bowls Section of USRC.
• "HKLBA" shall mean the Hong Kong Lawn Bowls Association.
• "Leagues / Competitions" shall mean leagues / competitions organized by HKLBA, Lawn Bowls Section of USRC, or controlling bodies approved by the the General Committee of the USRC.
• “Club members” shall mean members of the Club according to Memorandum & Article of USRC, their spouse or dependent.
• “LBS members” shall mean Section Members of Lawn Bowls Section according to Byelaw of the Club.
• "Guest" shall mean non-Club member
• "Guest Player" shall mean guest representing the Club in Leagues or Competitions.
2. General Rules
The Green is open for lawn bowl playing to Club members subject to the conditions stipulated below. It may be closed in case of inclement weather, or may be reserved for Leagues or Competitions or other events without advance notice.
• No player shall play on the Green when the "Green Closed" notice is posted.
• Players must have received proper lawn bowl training before playing on the Green (please contact the LBS Subcommittee for details of training).
• Players must wear flat-soled footwear when they play on the Green. Proper lawn bowl shoes, or shoes approved by HKLBA, must be worn in Leagues and Competitions.
• Players must use ‘Mat’ when they play on the Green.
• Denim blue jeans are not allowed during play on the Green.
• Smoking, only at designated area near the Green.
• Eating or drinking only around the Green but not on the Green.
3. Guest Policy
Only LBS members are permitted to invite guests to play leisure game during the “Club Members” sessions on weekdays at the Green. They shall seek permission from the LBS Subcommittee in advance before bringing guests to play.
Each LBS member may bring only one guest for one time in each calendar month.
• The same guest will not be allowed to play more than twice in USRC in each calendar month.
• Guests must have received proper lawn bowl training and be competent bowlers.
• The guest will not be permitted to play at the Green if he/she will have a match at our Green within the next two weeks.
• The above restrictions may be lifted at the discretion of LBS Subcommittee if the guest is acting as Guest Player representing the Club in Leagues or Competitions.
• LBS members must register their guests in the "LBS Guests Sign-In Book", as well as the "Guest Book" of the Club before their play.
• The guest will only be allowed to play on the rink indicated by the LBS Subcommittee.
• LBS Subcommittee has the absolute discretion in granting permissions and imposing restrictions concerning the use of the Green, and its decision shall be final.
4. Home Green for Competitions
LBS members intending to book the Green for Competitions shall write the necessary details on the white notice board at least two days prior to the competition. Rink booking will be on a first-come-first served basis.
5. Rink Accommodation
Each rink can accommodate up to eight players. Players are welcome to join in any rinks that are not fully utilised during general practise.
6. Children on Green
Children older than 12 years old, following General Rules, can play lawn bowl on our Green. Children older than 8 years old accompanied by adult member may seek approval of LBS Subcommittee to play on the Green. Ability test may be required before LBS Subcommittee granting approval.
7. Preservation of Green
If by observation, the LBS Sub-Committee or deputised representative, considers a member or guest is causing undue damage to the green, the player shall be warned. If in the opinion of the Sub-Committee or deputised representative the player continues to damage the green, the player shall be required to retire from the game and leave the green.

2. 一般規定
草場按下列情況開放予會員使用，草場可能在不作預先通知下，因天氣影響、預留作賽事或其他節目用途而停止開放:
▪ 當「草場暫封」之告示牌豎立時，所有人士均不得使用草場。
▪ 草場祇供曾接受草地滾球訓練之人士使用(可聯絡草地滾球小組委員會
查詢有關訓練)。
▪ 使用草場的人士必須穿著鞋底平滑及無鞋跟的鞋。參與『聯賽/比賽』時必須穿著草地滾球鞋或經香港草地滾球總會批准的球鞋。
▪ 使用草場的人士在滚球時必須使用膠地墊。
▪ 穿著「藍丁尼布牛仔褲」之人士不得使用草場。
▪ 只限在草場附近指定的範圍內吸烟。
▪ 飲食應在草場四周進行，不能在草場上進食。
3. 賓客
只有草地滾球小組成員才能邀請賓客使用草場作閒娛球賽，賓客只限在非週末/公眾假期的「會員時段」使用。小組成員一定要在預先獲得草地滾球小組委員會批准下才可帶領賓客使用草場。使用並遵照下列條件：
▪ 每位成員在一個月內祇可帶領一位賓客，使用草場一次。
▪ 同一位賓客在一個月內不能使用草場超過兩次。
▪ 賓客一定要是接受過草地滾球訓練的合格球員。
▪ 賓客如在未來兩週內將在本草場作賽，將不會獲准在賽前使用草場。
▪ 如賓客是代表三軍會參加『聯賽/比賽』，草地滾球小組委員會可酌情取銷以上限制。
▪ 在使用草場前，草地滾球小組成員必須在接待處的賓客紀錄冊及草地滾球小組賓客紀錄册上為賓客登記。
▪ 賓客只可使用草地滾球小組委員會指定的球道。
▪ 草地滾球小組委員會在批准及限制賓客使用草場的事宜上擁有絶對及最終之決定權。
4. 主場事項
草地滾球小組成員若需使用草場作賽，必須在比賽開始前最少兩日在白報告板上寫下必要的细節。預訂球道作賽將以先到先得的方式進行。
5. 球道編配
每條球道最多可容納 8 人練習，球員可自由利用不足人數的球道。
6. 小童使用草場
12 歲以上符合【一般規定】的兒童可使用草場。8 歲以上小童經草地滾球小組委員會批准，由成人陪同亦可使用草場，草地滾球小組委員會作出批准決定前，可能要求兒童通過技術測試。
7. 保護草場
若然小組委員或其代表通過觀察，認為有會員或客人對草場造成了不當的損害，將會向這球員作出警告。如果小組委員會或其代表認為球員繼續損壞草場，會要求這位球員即時退出及離開草場。

1 Entry Fee of HKLBA Competitions
1.1 Eligible criteria:
1.1.1 Competition entries are made under USRC.
1.1.2 LBS members enrolled to play for USRC in Premier League 2022, are entitled to full subsidy of the entry fee of the Competitions from May 2022 to Nov 2022.
1.1.3 LBS members enrolled to play for USRC in Triples League 2022, are entitled to full subsidy of the entry fee of the competitions from Dec 2022 to Apr 2023.
1.1.4 In a team competition, all the team players must be LBS members 2022-23.
1.1.5 In case a substitute is needed, the substitute must also be a LBS member eligible for this subsidy.
1.1.6 Any player who is being disqualified due to failure to arrive for a match or misconduct in competitions will have his/her subsidy denied.

1.3 The LBS Sub-committee reserves the right to revise the eligibility criteria at any time. A review of the subsidy scheme will be carried out annually.
1.4 The whole sum of the prize money for champions and runner-ups will be retained by the player(s) as an incentive.
2 Travel Expenses
2.1 A travel subsidy of $50 per league player (including the guest player) is available for away games to CLP, Wu Shan, Tai Po and HKCC. Venues applicable will be reviewed on a need basis.
2.2 Subsidy will be paid in a lump sum to the relevant side captains. Side captains will be responsible the for distribution of the subsidy to the individual players.
3 Public Greens Rental Fee
3.1 Under the following conditions, the rental fee for 1 rink can be claimed when there are 4 or more LBS members (excluding guest players of the league) joining the practice. When there are 7 or more members, the rental fee for 2 rinks can be claimed.
3.1.1 At least 75% of LBS members participating in the practice should be USRC league players.
3.1.2 At least 50% of LBS members participating in the practice have played/ will play for the side(s) which are going to have a league game at that particular public green in the coming 4 weeks.
3.2 There is no restriction on the number of rink-hour for each claim.
3.3 The responsible member must inform LBS Subcommittee of the booking details before the practice to allow time for disseminating the information to members interested in joining.
3.4 The responsible member must provide the relevant booking record and names of LBS members participating in the practice to the Treasurer within 7 days after the practice. The Treasurer will submit the reimbursement request to the Club Office within 7 days after receiving the necessary documents.
4 HKLBA Umpire Course Fee
4.1 As an incentive to encourage LBS members to take the Umpire Course, members who have passed both written and practical exams within one year can have their course fee reimbursed in full.
5 Guest Players
5.1 League
5.1.1 When the number of available LBS members for a side is less than 12 for Premier League or 9 for Triples League, the Men Captain or Women Captain, as the case may be, can invite guest player(s) to play for any side he/she considers as appropriate. This applies to both home and away matches.
5.1.2 Guest league player is allowed to practice at USRC during his/her match week.
5.1.3 LBS members participating in the league games shall be responsible for 1/12 of refreshment cost in each Premier League home match, and 1/9 in Triples League match, irrespective of how many players playing. LBS will bear the remaining refreshment cost.
5.2 Competition
5.2.1 LBS members are allowed to team up with guest players and declare USRC as home green providing that at least 70% of the team members are LBS members.
5.3 Leisure Game
5.3.1 LBS members can invite guests to have leisure games during Club Members’ sessions on weekdays. Green is reserved for Club Members only on Sunday and Public Holidays. For details, please refer to the Use of LB Green (v.2022.06)
