Lawn Bowls Section Policies 2025-26
1.Definition
1.1 "Club" shall mean the USRC.
1.2 "Green" shall mean the bowling green of USRC.
1.3 "Section" and “LBS” shall mean the Lawn Bowls Section of USRC.
1.4 "LBA" shall mean the Lawn Bowls Association of Hong Kong, China.
1.5 "Leagues / Competitions" shall mean leagues/ competitions organized by LBA, LBS or controlling bodies
approved by the General Committee of the USRC.
1.6 “Club Member” shall mean members of the Club as defined in Memorandum & Articles of Association of
USRC, their spouse or dependents.
1.7 “Section Member” shall mean Club Members registered in LBS according to Bye-law of the Club.
1.8 “Associate Member” shall refer to clause 5.
1.9 “Guest” shall mean non Club member/ Associate Member.
2.General Rules
The Green is open to Club Members for lawn bowling subject to the conditions stipulated below. It may
be closed in case of inclement weather, maintenance or may be reserved for leagues, competitions or
other events without advance notice.
2.1 No player shall play on the Green when the "Green Closed" notice is posted.
2.2 Players must have received proper lawn bowl training before playing on the Green (please contact
the LBS Subcommittee for details of training).
2.3 Players must wear proper lawn bowl shoes or shoes approved by LBA on the Green. Other sports
shoes may be allowed at the discretion of the Subcommittee.
2.4 Smoking is prohibited in general, but may be permissible at designated area near the Green.
2.5 Eating or drinking are not allowed on the Green.
2.6 Players shall use mat when they have lawn bowls practice or match.
2.7 The Subcommittee or their representatives have the right to determine the use of groundsheet, fixed or
movable. All players must follow the decision.
3.Green
If public holidays (PH) fall on Tuesday, Wednesday or Thursday, the Green opening hours and
utilization will follow Sun/PH arrangement.
Leisure games and warm up practices shall be discontinued 60 minutes before the starting time of the
scheduled Leagues / Competitions over the designated rinks.

3.1 Home Green for Competitions
3.1.1 Members intending to reserve the Green for Competitions shall write the necessary details on the
white notice board next to the hut at least two days prior to the competition. Rink reservation will be on
first-come-first served basis.
3.2 Rink Accommodation
3.2.1 Each rink can accommodate up to eight players. Players are welcome to join in any rinks that are
not fully utilized during general practice.
3.3 Children on Green
3.3.1 Children older than 12 years old, following General Rules, can play lawn bowl on our Green. Children
older than 8 years old accompanied by adult member may seek approval of LBS Subcommittee to play on
the Green. Ability test may be required before LBS Subcommittee granting approval.
3.4 Preservation of Green
3.4.1 If by observation, the LBS Subcommittee or deputized representative considers a member or guest
to be causing undue damage to the Green, the player will be warned. If in the opinion of the
Subcommittee or deputized representative that the player continues to damage the Green, the player
shall be required to retire from the game and leave the Green.
4.Guest
4.1 Only Section Members are permitted to invite guests to play leisure game during the “#Club Members”
sessions on weekdays at the Green. They shall seek permission from the LBS Subcommittee in advance
before bringing guests.
4.2 Each Section Member may bring only one guest for one time in each calendar month.
4.3 The same guest will not be allowed to play more than twice in USRC in each calendar month.
4.4 Guests must have received proper lawn bowl training and be competent bowlers.
4.5 The guest will not be permitted to play at the Green if he/ she will have a match at our Green in the
coming two weeks.
4.6 The above restrictions may be lifted at the discretion of LBS Subcommittee.
4.7 Section Members must register their guests in the "LBS Guests Sign-In Book", as well as the "Guest
Book" of the Club before their play.
4.8 The guest will only be allowed to play on the rink indicated by the Sub-committee.
4.9 The Subcommittee has the absolute discretion in granting permissions and imposing restrictions
concerning the use of the Green, and its decision shall be final.
5.Associate Member
5.1 Eligibility
5.1.1 The applicant for membership must be proposed by a Section Member who is a current USRC Premier
League player and who has represented/enrolled to play for USRC in Premier League and Triples League for at
least three consecutive years.
5.1.2 The applicant must commit to be available to represent USRC in league matches for at least 50% of
Premier League scheduled match days. The actual line-up will be determined by the Captain.
5.2 Responsibility & Benefit of Associate Member
5.2.1 Will represent USRC in Premier and/ or Triples League. However, there is no guarantee to the number of
appearance and the side to be participated.
5.2.2 Is allowed to practice at USRC during his/her match week. Can participate in league training organized by
LBS if there is vacancy.
5.2.3 Can team up with Section Members for competitions organized by LBA with USRC as home green. There
will be no subsidy for Associate Member. The corresponding fee will be borne by the Proposer.
5.3 Responsibility of Proposer
5.3.1 The Proposer shall recommend player who deems appropriate including bowling skill level and team
spirit. Ability test may be required before LBS Subcommittee granting approval.
5.3.2 One Section Member can act as the Proposer for one Associate Member each year.
5.3.3 The Proposer shall commit to settle all the expenditures of the Associate Member including but not
limited to section fee to be determined by the Subcommittee, cost of uniform, F&B spending of home
matches and entry fees of competitions. The corresponding amount shall be debited to the account of the
Proposer.
5.4 The LBS Subcommittee reserve the right in the acceptance or rejection of any application.
6.Subsidies
6.1 Entry Fee of LBA Competitions
6.1.1 Eligible criteria:
(a) Competition entries are made under USRC.
(b) Section Members enrolled to play for USRC in Premier League are entitled to full subsidy of the entry fee of
the Competitions from April to November of that calendar year. Section Members enrolled to play for USRC in
Triples League, are entitled to full subsidy of the entry fee of the competitions from December of that calendar
year to March of next calendar year.
(c) Section Members are allowed to team up with Associate Member or guest and declare USRC as home green
providing that at least 60% of the team members are Section Members. Section Members are entitled to subsidy
if they team up with Associate Members. There will be no subsidy to Section Members if there is guest in the
team.
(d) In case substitute is needed, the substitute must also be a Section Member eligible for this subsidy or
Associate Member.
(e) Any player who is being disqualified due to failure to arrive for a match or misconduct in competitions will
have his/her subsidy denied.
6.1.2 Eligible competitions:

6.1.4 The whole sum of the prize money will be retained by the player(s) as incentive.
6.2 Travel Expenses
6.2.1 A travel subsidy of $50 per league player (including Associate Members) is available for away games to the
following venues:
6.2.3 Subsidy will be paid in a lump sum to the relevant side captains. Side captains will be responsible for the
distribution of the subsidy to the individual players.
6.3 LCSD Venues Rental Fee
6.3.1 Rental fee for one rink can be claimed when there are four or more Section Members (including Associate
Members) joining the practice. When there are seven or more Section Members (including Associate Members),
rental fee for two rinks can be reimbursed for the same time slot.
6.3.2 At least 75% of participants should be Section Members playing league for USRC.
6.3.3 There is no restriction on the number of rink-hour for each reimbursement.
6.3.4 The responsible member shall provide the relevant booking record and the names of Section Members
participating in the practice to the Treasurer within 7 days after the practice. The Treasurer will submit the
reimbursement request to the Club Office within 7 days of receiving the necessary documents.
6.4 LBA Umpire Course Fee
6.4.1 As an incentive to encourage Section Members to take the Umpire Course, Section Members who have
passed both written and practical exams within one year can have their course fee reimbursed in full.
